Our Story

Bighorn HR Solutions, LLC was founded with the belief and understanding that smaller local governments, non-profits and service organizations may not have the resources to hire in-house expertise for human resources, human capital, or people management and operations. That does not change the need for those services, and it is probably even more critical to have a guiding hand especially in organizations with limited resources.

People are the lifeblood of any organization. They are the doers, the first impression of you and your organization and the means by which your services are provided. Making sure the people are taken care of is essential to being successful.

Bighorn HR Solutions, LLC partners with you and your people to create positive, successful work cultures with a focus on innovative solutions to everyday problems, recruiting, compliance, policy and procedure, onboarding and compensation coupled with total rewards.

Our Founder

Lisa L. Lowy, MHA, SHRM-CP

Lisa founded Bighorn HR Solutions in 2023 with a goal of assisting small organizations with their human resources needs. Lisa is a proud "Gen X" member who understands the unique drivers of culture in an organization with multiple generations under the same roof.

Raised and educated on the East Coast in New England, Lisa received her Bachelor of Science in Interdisciplinary Social Sciences and her Masters of Healthcare Administration, with a focus on Leadership and Organizational Development, from Western Connecticut State University in Danbury, Connecticut. She briefly attended law school but decided that it wasn't what she wanted to be when she grew up.

After working in the insurance and healthcare industries on the East Coast, in 2014 Lisa, her husband, Jeff and their family moved to Big Sky Country and settled near Paradise Valley, Montana. Lisa entered the local government industry and served as an Administrative Services and HR Director for 9 years. Two of those years were spent doing double duty as the Interim City Manager, in addition to her normal work. During that time Lisa and her team successfully handled several multimillion-dollar capital projects, numerous collective bargaining contracts, natural disasters and times of great tectonic change in the organization.

Lisa has developed DEI programs which were nationally recognized by the International City/County Management Association (ICMA). She co-authored the HR section of the Montana Municipal Officials Reference and holds a SHRM-CP certification from the Society for Human Resource Management. She has handled multiple grievances and investigations effectively, saving her former organization significant liability and fiscal losses. She is also an accomplished grant writer and administrator.

After a particularly grueling period professionally, Lisa decided to take some time away to heal, spend time with family and be introspective about where her next professional chapter would take her.

The result of that reflection is Bighorn HR Solutions, LLC.
